FTA DBE Program
Consultation has concluded
(Posted June 21, 2023) The City of Sierra Vista has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. The City of Sierra Vista will be applying a Federal financial assistance from the Federal Transportation Administration, Department of Transportation for the City of Sierra Vista – Vista Transit improvements for FY2022 to FY2024, and as a condition of receiving this assistance, the City of Sierra Vista has signed an assurance that it will comply with 49 CFR Part 26.
It is the policy of the City of Sierra Vista to ensure that DBEs, as defined in part 26, have an equal opportunity to receive and participate in DOT–assisted contracts. It is also our policy:
1. To ensure nondiscrimination in the award and administration of DOT assisted contracts;
2. To create a level playing field on which DBEs can compete fairly for DOT assisted contracts;
3. To ensure that the DBE Program is narrowly tailored in accordance with applicable law;
4. To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
5. To help remove barriers to the participation of DBEs in DOT assisted contracts;
6. Promote the use of DBEs in all types of federally-assisted contracts and procurement activities;
7. To assist the development of firms that can compete successfully in the market place outside the DBE Program and
8. Make appropriate use of the flexibility afforded to recipients of Federal financial assistance in establishing and providing opportunities for DBEs.
Kennie Downing, Chief Procurement Officer, has been delegated as the DBE Liaison Officer. In that capacity, the Chief Procurement Officer is responsible for implementing all aspects of the DBE program. Implementation of the DBE program is accorded the same priority as compliance with all other legal obligations incurred by the City of Sierra Vista in its financial assistance agreements with the Department of Transportation.
The City of Sierra Vista has disseminated this policy statement to the Mayor and City Council and all of the components of our organization. We have distributed this statement to DBE and non-DBE business communities that perform work for us on DOT-assisted contracts by advertisement of its availability on our website.
The proposed race-neutral goal of 2.0% and its rationale are available for inspection during normal business hours June 21, 2023 – July 24, 2023 at the City of Sierra Vista Procurement Division office located at 1011 N. Coronado Drive, Sierra Vista, AZ 85635 for 30 days following the date of the notice. The City of Sierra Vista and DOT will accept comments on the goals for 45 days from the date of the notice. DBE/SBC WEB CONFERENCE
The City of Sierra Vista’s efforts to establish a level playing field for the participation of DBEs includes a scheduled, direct, interactive exchange with as many interested stakeholders as possible focused on obtaining information relevant to the goal setting process. In achieving this result, the City of Sierra Vista has scheduled a web conference to reach out to any businesses in the market area who might be interested in going through the certification process to be eligible to participate as a DBE or SBC firm for any USDOT’S federally funded projects.
