The City is currently in the process of adopting the 2024 International Building Codes. As part of this effort, staff is proposing to relocate applicable water conservation requirements from Development Code Article 151.16, Water Conservation, to the 2024 Residential, Plumbing, and Mechanical Codes. This reorganization is intended to consolidate building-code related standards within a single regulatory framework, improving clarity, consistency, and ease of administration.
The provisions regulating turf installation for new single family residential properties and new golf courses will be incorporated into Article 151.15, Landscaping, Walls, Screening and Buffer of the Development Code. The turf restrictions for single-family residences will also be incorporated into the City’s Property Maintenance Code to establish consistent regulations governing turf use on single-family residential properties. As part of these updates, staff clarified the definition of turf in both codes and revised the Property Maintenance Code language to specify that the requirements apply only to turf areas installed after January 24, 2013, the original effective date of the regulation.
