The Community Development Department regularly reviews current code provisions and procedures to identify ways in which the staff and the City can improve efficiencies, clarify requirements, and help residents and business owners move through the system more easily. The proposed amendments pertain to definitions, temporary uses, signs, landscaping, and the matrix of use permissions and zoning district regulations. The amendments, which are now open to public comment for 30 days, will provide flexibility that reduces unnecessary regulations and clarifies existing code language.

Review the proposed changes and offer your input during the 30-day comment period. To be considered, comments must be submitted by Sunday, June 1, 2025.

Regarding 151.06.007, construction staging, B.10 states that no permit shall be issued for more than a 90-day period and B.11 allows for one extension of the original approval period. Under “Additional Requirements” D.1.c then states that staging areas/field offices may be permitted for the duration of the construction project or approved use as determined to be reasonable and acceptable by the City based on…(additional criteria listed). Are permits for construction staging issued for 90 days with one 90-day extension allowed? Or are permits issued for the duration of the construction project? D.1.c seems to conflict with and/or be a loosening of a requirement rather than an additional requirement. Also, per D.1.a regarding dust and debris impacting adjoining property, temporary lighting and anticipated noise should also be assessed for its impact on properties within sight/sound of anticipated lights and noise. Lighting should be Dark Sky compliant.

We need to ensure that any new construction is fully Dark Sky compliant. this will involve code enforcement or other city officials inspecting plans and work sites to ensure full Dark Sky compliance. Lighting replacements to existing commercial buildings need to be vetted as well.
