Thank you to everyone who responded to our last survey and offered input on why you did or did not support adopting the Vista 2040 General Plan in 2024. Responses from residents who did not support the plan most commonly identified the following issues:

  • They did not know enough about the plan to support it
  • They were frustrated by the plan’s broad focus and instead felt the City should work on addressing core needs (these needs are addressed in other specific plans and processes)
  • They thought the plan was tied to tax increases or committed the City to future expenses (it does not)
  • They felt the plan was too long and took too much time to review

Since the plan was not approved by voters in 2024, the City is required under state law to bring forward a new version of the plan for consideration by the voters in November 2026. The plan’s broad scope is necessary to meet state requirements but we’re making changes to ensure it’s easier to digest. In the meantime, the previous General Plan, Vista 2030, remains in effect.

As we prepare a new draft of the plan for public input in early 2026, we’re providing an executive summary to offer at a glance information on the plan. We’d like to hear your input on this summary, learn how you most prefer to learn about plans like this, and find out what questions and concerns you have about the plan. And we’d still like to hear of any changes to the plan that you would like to see!
